Bougher was born on 24 Feb 1880 in Iowa Falls, , Iowa. She was baptized into the LDS Church on 26 Sep 1995 in the Boise Idaho LDS temple. She was endowed on 17 Nov 1995 in the Boise Idaho LDS temple. She was buried in Los Angeles, Los Angeles, California.
